In a democracy citizens elect their leaders, a constitution sets out the basic laws, and the rule of law means everyone, leaders included, must obey them. Students learn about monarchy, universal suffrage, the opposition and the separation of powers. After reading the fact cards they fill in the blanks and match each government body to its role, for 15 marks.
